For NRSA, MTTD and police
Enforce the 2027 rules with the record already kept.
Every removal reported, every compulsory tow traced from order to yard, every custody notice proven. Boapah gives the authorities the operational record of Ghana’s towing regime, without asking you to run another app for motorists.
01Authority feed
Every vehicle taken off the road, reported as it happens.
The law asks towing companies to notify the police or NRSA of each removal. On Boapah that notice is sent automatically the moment the vehicle is loaded: plate, place, time, destination and operator.
Read it in the portal, download it as CSV, or receive it by signed webhook into your own systems.

No names. No phone numbers. Plate, place, time, destination, operator.
02Compulsory tows
When the owner doesn’t act, you can.
L.I. 2519 lets NRSA or MTTD tow a disabled or abandoned vehicle and charge the owner. Boapah runs that order from the first photo to the yard, giving the owner’s provider a fair first chance.
- 1
Order the tow
An officer records the place, photos, the plate if visible and the reason: abandoned, obstruction or no provider called.
- 2
Provider gets first call
If the vehicle is covered, the owner and their provider are told and given a window to remove it themselves.
- 3
Designated company moves it
Otherwise the job goes to your designated towing company, and is offered again until someone takes it.
- 4
Into custody
Towed to a designated yard. The custody clock and the authority tariff apply from check-in.

03Custody and auction
Twenty-one days, and proof of every notice.
Day counts and tariffs come from the active rule set over the L.I. 2519 defaults, and are fixed for each vehicle at check-in. Every notice keeps its delivery receipts from two SMS networks; when a text cannot be proven, a letter is prepared for formal service.
- 0
Day 0
Check-in
Photos, condition, keys and contents. Owner told where the vehicle is.
- 5
Day 5
Reminder
Second notice by text. Delivery receipts kept.
- 7
Day 7
Storage period ends
Daily storage charges start, from the tariff.
- 14
Day 14
Auction notice
Seven days’ notice. Letter served if the text fails.
- 21
Day 21
Referred for auction
Hand-over record for the judicial auction.
Release needs the owner’s ID, a receipt for the charges and a one-time code sent to the owner’s phone. At day 21 a hand-over record is produced for the judicial auction.
04Also for officers
Tools for the roadside and the desk.
PLATE CHECK
Is this vehicle covered?
Check any plate by USSD, on the web or through the API. The answer names the provider and the end date, and nothing more.
DESIGNATIONS
Your companies, your yards
Choose the towing companies and storage yards that handle compulsory tows in each area, and change them as you need.
PUBLIC REPORTS
Abandoned vehicles, reported by the public
Anyone can report an abandoned vehicle by USSD. Officers decide whether a tow is ordered; witnesses see no personal details.
STATISTICS
The national picture
Incidents, response times and removals by road area, anonymised and nationwide, for planning and enforcement.
INTEGRATION
Works with NRSA’s own platform
Boapah does not compete for motorists. The feed plugs into NRSA’s app and systems by signed webhook when they are ready.
PRIVACY
No more personal data than the law needs
Names and phone numbers stay out of the feed. Custody messages go only to the authority that ordered the tow.

Let’s connect Boapah to NRSA’s systems.
We would welcome a briefing with NRSA, MTTD and the Ghana Police Service on the authority feed, compulsory tow orders and the custody timeline, and on how Boapah can feed NRSA’s own platform.
